Maryland Sues FBI Over Relocation of Headquarters.馬里蘭州提告FBI總部遷址變卦。

Samedi 22 Novembre 2025

Maryland Sued the Trump administration Thursday for ditching (to get rid of something or someone that is no longer wanted:) a Biden-era agreement to move the FBI from its crumbling (to break, or cause something to break, into small pieces:) headquarters in Washington to Prince George’s County, accusing (suggesting that you think someone has done something bad:) the White House of defying (to refuse to obey a person, decision, law, situation, etc.:) congressional approval of the deal.

The Maryland attorney general (馬里蘭州總檢察長), Anthony G, Brown, and county officials claimed that Trump appointee(someone who has been chosen officially for a job or responsibility:) at the FBI, Justice Department and General Services Administration violated a legal requirement (A legal requirement is a mandatory rule or obligation that must be followed, as enforced by laws, statutes, regulations, and judicial decisions from a government or other official body. Examples include paying taxes, following traffic laws, or, for businesses, complying with consumer protection laws and ensuring proper safety protocols. Failure to meet a legal requirement can result in penalties, legal issues, or other consequences.) to consult with them before scrapping (to not continue with a system or plan:)the plan, according to a filing in federal court in Maryland.

In the 30-page filing, the state and county accused the administration of seeking to “unlawfully” divert (to cause something or someone to change direction:) about $1 billion allocated by Congress for a vacant (not filled or occupied; available to be used:) lot in Greenbelt, Maryland, saying it had illegally selected an alternative site in downtown Washington, the Ronald Reagan Building. That building, once occupied by the U.S. Agency for International Development, is not far from its current headquarters, the J. Edgar Hoover Building.

The move prolongs (to make something last a longer time:) the dispute over the FBI’s headquarters, an aging colossus (a person or thing of great size, influence, or ability:) veiled (Veiled words or ways of behaving are not direct or expressed clearly:)in netting (material in the form of a net:)to keep concrete from falling on passersby (someone who is going past a particular place:).

“The Greenbelt FBI Headquarters project thus grew out of (源自)more than a decade of deliberation, planning and collaboration with Congress and state and local authorities,” Brown and the other plaintiffs (someone who makes a legal complaint against someone else in court原告)wrote in the lawsuit(a problem taken to a law court by an ordinary person or an organization rather than the police in order to obtain a legal decision:).

“The FBI and the GSA(總務署) announced they were casting all that aside(全盤推翻;to get rid of someone or something/ cast someone/something aside/away/off),” they added.

Brown said at a news conference in Largo, Maryland, on Thursday that his state had been chosen after thorough vetting (to examine something or someone carefully to make certain that they are acceptable or suitable審查,檢查).

“Maryland earned the new FBI headquarters through a fair and transparent selection process that took more than 10 years—a rigorous (careful to look at or consider every part of something to make certain it is correct or safe嚴密的,縝密的;嚴謹的)evaluation that identified Greenbelt as the site best suited(right for someone or something合適的,適宜的) to meet the FBI’S security, operational space and mission needs,” he said.

Trump has long opposed the move to Maryland. Since the start of his second term, he has made it clear that he would ignore a 2023 pact (a formal agreement between two people or groups of people契約;條約;協定) negotiated by the Biden administration that would relocate the bureau to a campus near the Greenbelt Metro station in a county with one of the nation’s highest concentrations of middle-class and affluent(having a lot of money or owning a lot of things富裕的;富足的) Black residents.

“They were going to build an FBI headquarters three hours away in Maryland, a liberal state. We’re going to stop it,” Trump said in March, exaggerating (to make something seem larger, more important, better, or worse than it really is誇張;誇大;對…言過其實) the time needed to commute to a Washington suburb with access to the city’s Metro train system.
